I bought a Canon Vixia hf 20 a month ago and it is a handheld but offers 24 fps, 30fps, and 60 fps. I was wondering if it would work for film festivals or do I need an actual dvcam ?
You can use any format you want to shoot your piece. The selection committee will be more impressed with the quality of the story than they will the actual format used to shoot it. Worry more about your script than your camera.

Your camera is capable of recording at 24fps, it wwill help get that "film feel". That camera should be enough, worry about the lights – invest more towards lighting. A medium-level camera will do wonders with the right lighting.
Know the limits of your camera, if it sucks in low light, then don’t shoot in low light.
A good story is needed but the RIGHT (not good) camera is necesarry to convey that visual story.
Also, I would invest in a tripod and a home made dolly
Lastly: Get an excellent and quick Director of Photography (the one who manages lights and camera settings/add-on).
