What is the best photo gallery freeware software?

I need a good freeware program to build and upload a photo gallery to my website. I’ve downloaded and tried many but none are to my liking. It must be able to build HTML pages. I’m not interested in storing photos at an online photo gallery site.

    I like to use Irfanview, but many people seem to like Picasa, which Google maintains. http://picasa.google.com/
