What makes a painting of a dog special enough for a gallery?

It is a picture of a sad dog in the conrner.
Why does this piece deserve to be included in a gallery setting? What makes the piece successful?

Subject matter (dog, horse, landscape etc) has very little to do with whether it is good enough to hang in a gallery. If a work is good it is good for aesthetic reasons other than subject matter,
